Convert image to text?

I have a magazine scan I'm trying to translate. It's a JPEG image and I've been trying to change it to text, so that I can increase the character size without them becoming distorted. I've managed to change it to PDF format, but have had no luck changing it to text. I've tried a number of programs and they just can't seem to recognise JAPANESE characters. Does anyone know a (free) file converter that would do the trick for me?

You need some OCR (Optical Character Recognition) software. A quick google returned this:

Not sure about Japanese characters, however.
