What does 'Waiting'mean when ringing someone O2

Hi there when your ringing a mobile from O2 to O2, and as the call starts to ring the message 'Waiting' appears for a short second. Doesn't happen all the time!! Anyone know what does this mean?

Most likely the other person is already on a call and your call is waiting
