Does anybody know if there is car hire at these locations for travelling as a foot passenger?
I found one place and they wanted €238 for 1 day car hire... But it's only €40 from hertz or budget! WTF!

Can't find anything on the ferry sites.

Done some work for you, that Dan Dooley is very expensive!!

This place is close to Dublin port, probably about 8 euro in a taxi. It's prob your cheapest option

Also, if coming from Dun Laoghaire, Just jump on the DART and get off at Pearse Station/Westland Row and it's a 1 minute walk from the station. Right in the heart of the city centre

Cool, thanks. I will check them out. I don't mind a taxi, but on occasion I will have my 2 year old son with me, so want to ease the hassle with him.

Dun Laoghaire has no car hire available (or at least nothing branded and obvious), but as indicated you can get a taxi or a train from there to the city centre and pick up from there.

Locally, there is a rental place nearby in Deansgrange (maybe 2 miles from the port). I just checked and they seem to have rebranded recently to http://www.countycar.ie. They list Dun Laoghaire as a pickup point, but even if this isn't the port, it's only a few minutes drive in a taxi. I know you have your child with you, but it's also accessible by bus if you want to cut out the cost of the taxi.

Sixt on Baggot Street is probably the other place nearest to Dun Laoghaire and also near Dublin port. Altas & Thrifty on Lombard Street are also relatively near. Each of these are reachable by train from Dun Laoghaire with either a short walk on the other end or else a very short taxi journey.

edit - when I say "near" I mean that these places aren't mile away like at the airport or out in the west of the city - some people may not rank them as being walking distance but at least they aren't 15-20 miles from where you're arriving.
