Could they be seized on to the spindle?

Try spray on some freeing oil and leave for a while for it to work.

Are you trying to change the blades or do you need the wiper arm off?

trying to take off the arm to give it a respray.

I'd say it has just seized on. Some freeing oil applied should free it and a little bit of force.

Have you removed the cap from it or is that the nut? It just looks like a cover. Sorry if you think that a silly question but I've seen people stumped by that before

looking at that photo it does not seem to be the wiper arm but some linkage usually the arm has a cap that swivels up to reveal a nut that must bt removed then the arm will need a little levering up to come loose as it is pushed down on a splined shaft by the nut , a squirt of wd 40 when the nut is removed would help
