Plastering - Scratch coat markings visible on skim finish

    The scratch coat markings on the plasterwork are coming through the hard wall skim on the upstairs rooms of our new build. I'm looking for a possible explanation for this. The house has now thoroughly dried out. These marks are only visible on the walls with a sand and cement base. The walls that are drylined upstairs are finished perfectly. The plot thickens. The walls with a sand and cement base down stairs are perfectly smooth. What could be the cause of this? Basically the skim coat on these walls upstairs has to come off. Who should fit the bill? Building contractor, plasterer or us the clients.

    if the walls are smooth then its normal ...
    its even good ...it shows theres a good sound base for the skim

    Yes, but the skim has been applied. This is now the finished wall and the scratch marks are still visible.

    So is the skim rough to the feel when you rub your hand across it or is it that you can just see the darkness of where the scratches are in the base coat?

    If its just a visual thing then the paint should cover it.

    I've just had the ceiling skimmed and you can see the scrim tape pattern showing in a few places. But the ceiling is dead smooth and those marks will disappear under paint.
