As far as I know you can do your theory at 15 and apply for your tractor permit at 16 or car at 17. This is why there is a 2 year expiry on the theory certificate.

I Passed my Test the other day what do I need to get my liscence now ?

You'll need 2 photos signed on the back, filled in Learner Permit Application, Eye sight report, theory cert and the fee.

If it's your first application for a leaner permit then Yes.
