New Build heating problems

    I recently completed a new build. A north facing upstairs bedroom is very cold and despite the walls having been insulated with pumped insulation and central heating being used the room just does not heat up. the attic space above this room and the roof have been very well insulated also. Any suggestions as to what the problem may be or as to how it can be solved?
