O2 payg worst than billpay?

I have two sim cards with O2. One is payg and the other is business billpay.
The billpay midband has been pretty reasonable but for a separate reason I've had to use the payg for the last couple of days. Despite the fact I'm using it in the exact same way (area, device etc.) the payg seems rubbish compared to the billpay. Is this likely? Do O2 purposely make the payg worst than the billpay? I really dont understand it. It's very frustrating as I need the midband for work (rural area with no other option).
    Thanks.

They could, if they wanted to, throttle the speed on any individuals connection. Since the bill pay is for business, they may have the network prioritised to give business customers preference (just like voice is prioritised over data on all networks), so this could well be the case.
