Quick and probably very stupid question:

If I download a website to my hard drive using HTTrack Website Copier, how easy is it to upload this to a new host? Are the files I've downloaded sufficient to replicate the original website exactly? Any info appreciated.

Depends on if the website is just plain text an images. If yes then it should be fine to upload back, if its connected to a DB then more likely if you are moving to a new host you will need to re-setup the DB and update the links to the DB in the site.
