    No you don't need that unless the car is pre 1993. Your log book has a portion on the back of it to fill in for the buyer and seller to sign, this is all you need to send to Shannon, make sure you send this off, don't give it to the seller buyer or they may never send it back meaning you will continue to be liable for all tolls and fines associated with the car.
