Spouse of Irish National Query

Hi, I am not sure if I am posting in the correct forum, so please excuse me.

A non eu woman marries a irish man. the marriage breaks down within 3 months, the woman returns to her country and there is no contact once the irish man tells her he wants a divorce.

2 years later she informs him she was in ireland running a business for the last 3 months using the spouse of irish national visa but he removed sponsorship a year and a half previously. her visa renewal then gets denied as she went without proof of functioning marriage, only marriage cert, and without spouse.

What are the chances of success for this woman in gaining an extension on her visa or even any type of visa. I know an immigration lawyer is needed, but advice so far has been to write to department of justice and see what they say.

Basically, I just want to know what may happen as so far all information is that this kind of situation is not governed by clearly defined laws but is controlled by administrative laws? which I took to mean at the discretion of Minister of Justice?

If someone can link any ruling to similar cases I would appreciate it.
