CallerID when in UK

My partner's mobile phone (VF IE PAYG) has CallerID blocked, yet while calling my VF IE Bill-pay phone from the UK earlier this week, her CallerID was shown. Calling my phone locally shows as Blocked. Does blocking CallerID not necessarily mean that it will be blocked when roaming?
