Can't see how there would be one against the bank. As for the boards of the banks, there might be actions against them, although to be fair the shareholders demanded that the banks follow certain policies, the policies led initially to lots of profits but ultimately to disaster, I would say that the shareholders took a risk and lost and have no one to blame.

Certainly I would be appalled if the state were to pay out to shareholders.
