I'm just applying for the theory test, and on the website the banner says:
DTT Driver Theory Test. Working to save lives.

Why the hell does it cost money to practice the test? Why isn't the book available online in PDF, or why isn't there a phone app instead of having to pay for everything? Saving lives my arse!

    Rant over.

The same way that everything in life costs money. It costs them money to operate a service Rent, Electricity/Gas Bills, Staff Costs etc.... They don't have the fourtune to have have the Government giving them subsidies so how exactly can they operate an essential service without revenue?

If the price is bothering you that much then don't apply. No-ones forcing you to do the Theory Test.

Or borrow a book\cd off someone who has done it? You'll save a bit then. People and money.

You pay to do the test. Fair enough. But charging for the book and cd when it could so easilly be made available online is a joke.
As for "no one's forcing you to do the theory test" I think you'll fine it a legal requirement to drive, so they are! I have no problem paying to do the test, I just think the book should be put online.
I think Permabear has explained it, the usual problem of outsourcing stuff to profit making companies.
