Van DOE - Will it pass with faulty door locks

My Volkswagen Transporter T4 has been broken into so many times that the only door that will open with the key is the passenger side door. All the other doors on the van (Driver Side / Back & Sliding door) on the van will only open from the inside just not the outside.

The central locking from the key has also given up the ghost.

Does any one know if it will pass its DOE test with only one door opening from the outside?

Also any one know if its easy to fix the locks?

According to the manual here (page 33) it is a fail.

I'm not sure if every tester out there would be checking them when testing though..

Locks don't have to work but the doors have to open from the outside.
