Have heard of a form 13B, but not in connection with an IPAD purchase.

Ya I think you have the wrong form.
A VAT 13B is issued under S 13A VAT Act to companies mainly exporting their product.

Are you looking to get the sale zero rated as an intra community supply then if so inform the supplier that you are VAT registered and give them your VAT no.
