Flight with travel agent

I booked a flight to NY with a travel agent in town as part of a package. I've just got an email to say Delta have changed the flight time by 15 minutes and since the ticket wasnt issued, the tax increase of 20 euro has been added to my invoice.
Just wondering, is this usual practice- surely I had been booked on the flight already and an airline cant just request another 20 euro for the sake of it?
Is this normal or am I being robbed? I know its only 20 euro, but still wasnt expectin it thats all!

My first question would be to ask what tax increase? If it's an increase in tax at the other end, it might be that the airline has no option but to pass it on to the passengers.

It might be that there is no grace period, ie that the tax applies to all flights and not just those booked after a specific period.

Check with the travel agent first.
