Need help to identify book

    I read this book about 15 years ago and would love to get it again and the rest in it's series.
    The plot goes:
    A magical society, 1 of 3 on this world, who've live underground for ages after some apocolypse. I think there are 2 other societies elswhere.
    They have certain magical powers using runes and because of a falling population, use necromancy to use their dead as servants.
    I think they were trying to leave their domain to avoid another disaster either to one of the other regions or to the surface.

    Appreciate any help identifying this book/author/series.
