    Note its the Rental Accommodation Scheme. Its mostly about the provision of the accommodation, not who uses it.

    I don't see any problem with someone with a disability qualifying.

    The rule they are currently using is the person applying for RAS has to be in receipt of rent supplement for a period exceeding 18 months, and assessed as having a long term housing need that they are incapable of meeting themselves. There is no issue with a disabled person applying for the scheme- if they have been on rent supplement longterm- they will qualify for RAS in the same manner as anyone else.
