Paint flaked off - surface rust underneath

    My '97 A4 suffers from the common fault of the mountings on the bottom door trim rusting and coming away from the car.
    This was making the car look crap so I decided to take them off altogether until I got a new set(still haven't found any).
    What I found was that the previous owner was too lazy to replace them so he just lashed on silicone and wedged something against the car until it dried.
    When I tried to remove it I discovered the paint was bubbled off the door and now the patch is all rusty.
    Is this something I would be able to paint myself, outside, or am I wasting my time?
    I'll get a picture tomorrow.
