Can anyone walk into a court house or online and view any court case that was ever heard?

No. There is no record of District and Circuit Court cases apart from the result. Most of the written judgments from the High Court and Supreme Court since 2001 are on courts.ie here: http://www.courts.ie/Judgments.nsf/Webpages/HomePage
bailii.org is another free website that has these written judgments going back a little further. The other free option is going to a law library and going through the many, many volumes but these will only be cases involving some point of legal interest.
If you want District and Circuit Court cases you should check local newspaper archives.
