Is NCTfor older cars (10 year and older) is still 1 year?

hey guys, i know about this new nct law wheres older cars have to have ncted every year, but why there are so many cars with really long nct?! example: http://cars.donedeal.ie/for-sale/cars/1943775 2013?! ands it 99... did i misses something?

AFAIK it doesnt come into effect until later this year

NCT is to 11/1/2013 which is less than 2 years.

New regulations didn't come into effect yet.
They will only apply from 1 June 2011
