I noticed today 2 tennis ball size blistered/worn off clearcoat areas on my back bumper.

I am just going to pill off the loose clearcoat flaps and rub the area down with wd40.

Anyone a better idea of what i should do?

No clue why you'd use WD40?

It's going to look terrible no matter what you do to it. How old is the car? If it's waterbased paint under the lacquer, you'll have that worn off in one stroke of your hand with any form of abrasive or lubricant. If it's 2 pack, it may be possible to make it look relatively okay, but you will always have the edge where the lacquer burst looking terrible. It will need a proper repair where the lacquer's opened - as quite likely it'll happeen again on other affected areas of the car yet to surface.

I actually tried this once on a car, peeling the clearcoat until there was sharp edges and then spraying clearcoat. Firstly it looked bad, secondly it didn't stick very long.
You have two options I think, respray whole panel or replace it from a breakers.
