i came home today to find a notice in the letterbox saying an inspector had called and will call back but im not sure i need a licence.
firstly im renting so is it my responsibility or the landlord?
secondly i have a tv but only use it for dvds.
there is an ntl point in the house but i dont subscribe so there is no service.
so do i need a tv licence?

Yes you do. Once something is capable of receiving a signal then you need a license.

Yes, not sure of the exact wording, but once you have a device capable of receiving a signal, regardless of what its used for, you need a licence.

Yeah I think so as the TV is capable of receiving. Get rid of the telly and get a PC to watch your DVD's on and your clear you can watch the RTE player too so you won't be missing much and don't need a TV licence

It's your responsibility and not the landlord. Yes you need one.

All the advice the OP has been given so far is correct assuming that they live in the Republic of Ireland. If they live in the UK and can prove the set is only used for DVD's they dont have to pay.
