Ceann Comhairle should be non-political

If we are seriously talking about reforming the Irish political system, the first step I would take would be to appoint a Ceann Comhairle who is not a member of the Dail or who is not alligned to any political party/grouping.

In previous Dails, the CC has been criticised as being partisan, which is hardly surprising as his appointment is in the gift of the government of the day.

A possible candidates could be Ciaran Mulvey of the Labour Court who is well used to conflict resolution.
