Phone unlocking over the net, by putting in your IMEI ?

I see alot of websites offering this. Seems like its an automatically generator in the sense you enter your IMEI and it can generate the correct unlocking code. Question is if this is very basic to do .. is their a program out there I can buy that does the same?
