cannot access iphone 4 data settings

my cousins iphone 4 16gb, jailbroken using jailbreakme.com cannot access network settings to manuallt entre Meteor settings. also noticed that when i click settings, the Notifications icon is missing. Version 4.0.1 (8A306)

Update to 4.2.1 using tiny umbrella to preserve his baseband, re jailbreak, unlock with ultrasn0w, and away ya go!

Same happened to me with my iPhone 4 updated to 4.2.1 with Pwnagetool, after it wrecking my head for a day i hit 'Erase all settings' then after a reboot the 'Celular data Network' menu was back
