Buying a commercial 4x4

I'm looking for a used commercial 4x4 (been looking at Santa Fe's and X-Trails). It's for personal use so I've got a few questions.

Whats the story with tax and insurance these days? Is it all still commercial, regardless of usage?

A lot of dealers are saying things like "That one came in without VAT", or they're quoting me prices ex VAT.
What does that actually mean for me? Can you buy the car without VAT or are you going to get caught for it later on?

    Thanks

Not sure about your tax and insurance but if the price is quoted ex VAT, you'll have to add 21% VAT to the price. If you're VAT registered, you then claim the VAT back.
