How exactly are they divided out? Or they have to be donated to a party by the person who got the votes?
    Thanks

They go back over each vote for that Candidate and goes to the next person who was voted by the voter.

To take a particular count for example, the first count in Clare:

Patrick Brassil got the lowest number of No.1 votes (175) and he was eliminated. Of the 175 people who voted for him,
    9 didn't give any No.2 vote,
    10 voted No.2 Pat Breen,
    9 voted No.2 McNamara,
    19 voted No.2 Carey,
    55 voted No.2 James Breen,
    3 voted No.2 Mulcahy,
    6 voted No.2 Dooley,
    5 voted No.2 Hillery,
    4 voted No.2 Markham,
    4 voted No.2 Meaney,
    24 voted No.2 Connolly,
    1 voted No.2 McAleer,
    10 voted No.2 Cronin,
    4 voted No.2 Walshe,
    8 voted No.2 Ferrigan,
    4 voted No.2 McCabe.

Those 166 votes were added to each of the other candidates votes from the first count, giving their results for the second count. Following counts would be done in a similar way.

Surplus votes of elected candidates are also transferred to the next preferences in certain circumstances.
    More detailed explanation here.
