Transfer of 1st count surplus

    Can someone explain how the surplus on the 1st count is transferred? I understand that if candidate a gets 10,000 but only needs 9,000 his 1,000 surplus is transferred on a pro rata basis. So if candidate b gets 25% of candidate a's total 2nd preferences, candidate b gets 250 of a's surplus. Then they transfer 250 actual ballot papers from candidate a to candidate b and these are chosen randomly.

    Here's my question. Are they chosen randomly from the pile of candidate a's 2nd preference votes for candidate b or are they chosen randomly from the entire pile of candidate a's 10,000 votes?

    The entire pile is mixed up and randomised to begin with. And yes, the physical moving of the 250 ballots are done on the basis that they are coming from a random and therefore proportional basis.
