Non-slip bathroom floor

The floor in my bathroom is non-slip concrete tile kinda thing! It always looks dirty no matter how much scrubbing I do and takes hours to dry after washing...the water really soaks in. I can't tile over it as it is a council house and can't make any permnent changes. So I was thinking of either using floor paint or lino. If I use lino I need to get it cut around shower area...which is slightly slanted. (think I'm right in calling it a wet room)Q1...Will it look ok? How can I ensure that water doesnt seep under area around shower? Q2...Has anyone used floor paint and how has it turned out...has it chipped?
    Thank you in advance
