Install new toilet downstairs

Hello, I am in a bit of a dilemna. My mum in law can't use upstairs toilet due to illness. We have thusfar put in a toilet with a cistern which I fill with a bucket in order to flush it. The toilet is under the stairs. We have a pantry just behind it. The waste pipe was run underneath the pantry floor to the the shores outside and is working perfectly. A small radiator was put in before we put in the toilet. The plumber who did this also put 2 pipes under the floor for the water connections should we decide to install a toilet under the stairs oneday. The pipes lead to the water tank in the kitchen. I have put a small sink in the makeshift toilet but is not connected. I am asking some advise on how to get the water working in the bathroom. I had a person come and look at it and they seem to think its a complicated job..i am a woman and am willing to try my hand at anything. The plumbers we have called don't seem to be interested. Job maybe too small for them..any advise will be taken with the greatest appreciation.

You'll need to find both ends of the pipes that were laid before. If they are beside the hot and cold in the kitchen or in the hot press, then that makes that easy enough. If they are under the concrete in the toilet, then it'll need to be dug up to get them up. Then they need to be plumbed to the sink and toilet, and you need to fit a waste in for the sink.

Can you post some pics to show us where both ends of the pipes are?
