Water supply stopcock responsibility?

    Had burst pipes over winter and the plumber said the stopcock has been previously damaged (dont know how) and would not shut off the water supply (managed to get it shut off by another lever under the back yard)

    So who is responsible for the condition and repair of the water supply stopcock to a private residence, it is located in the footpath outside the front gate of the house, is this is the local Council or resident?

    It would be reasonable to insist that repairs to the stopcock outside the premises would be the responsibility of the County Council. This connection is on the main supply line to all users and is owned by the water supplier.

    The stopcock is owned by the council and their responsibility to maintain.

    However, as it is their property, you can't rely on it for use to shut off you own water.
