Should people who claim welfare but work on support groups get disability allowance? they say they cannot work but can run support groups. is that not work?

i know of some one who is disable and could not run a support group and would not be able to deal with correspondence etc

people in receipt of disability allowance can, with prior permission from the department work up to 20 hours per week, if the work is deemed to be rehabilitative. are you on DA? do you want to work?

i am not on DA . i am asking if people who spend all their time running support groups should be given DA. More than 20 hours. if one can spend all their time running support groups surely they could work
