I'm hoping to become more than a fair weather cyclist ;) and am wondering what to wear on the legs. I have an altezza rain jacket and some overshoes, but what should I wear on the legs? I have a full length bib but doubt if its waterproof. Should I try get my hands on a waterproof pair, or bespoke rain gear? Or is there something else I'm unaware of?

Many would say the best thing to do when it get's a bit wet is HTFU. If it's raining at all heavily or for any length of time no matter what you wear you will get wet. The most important thing i would suggest is you stay warm. Your best bet is a decent pair of leg warmers

Getting your bottom half wet, as long as it is form fitting (lycra shorts/tights) doesn't really matter. Keeping the top dry is more important.
