When will universities know their fees for the next academic year? I am thinking of applying for a course but may not be able to afford it.

Why do you think you will have fees?. At this moment free fees still apply. You will have to pay €2k registration fee. The fees on websites only apply to students who are liable for fees ie those doing a whole repeat year, non-irish/EU students.

I'm a mature student who has already gone through the whole free college process (From 1st year to a masters). Now I am interested in doing another part-time masters so fees will apply to me.

Then I would add about €500 to current fees and you should be fairly accurate, may not even increase by that much. Some unis don't publish new fees until mid-summer
