Has anyone managed to install a cat flap in a pvc coated metal door? I don't know where to start, or what tools are needed.

An electric saw. Either a reciprocating saw or one of the new multi cutters. Alternatively you can drill a hole & insert a hacksaw blade but it will take a while. You can probably hire a reciprocating saw. You could use an angle grinder but you would have to be very careful.
