Insulation Regulations on new houses

Hi, I have a question about Insulation Regulations for Ireland.

I've Googled this for ages and couldn't get an answer.

My parents bought a house in 2005, it was a year old and no one ever lived there. So it means the house was complete in 2004.

Only last week they got things checked and it appears there is no insulation in the house. The attic has insulation and apparently it's not done well.. there is very little.

    What are the minimum amounts?
Should the walls have been insulated?
What is the law with all of this?

(Sorry if this isn't in the correct forum)

If the builder that built the house has gone tits up, then it doesn't matter really, nothing can be done.

    Start here
    Building Regulations (Part L Amendment) Regulations 2008 (S.I. No. 259 of 2008)

    That hasn't happened thankfully!

I'll Google that now.. but it's 2008 so it means there were none for 2004/5?

The building regulations valid at the day of granting planning permission are relevant. Not the building regulations valid at the day of finishing the construction work.
    Ask at the planning office.
