Has it got drums of disks?

If its drums then one of the retaining springs may have broken or the handbrake cable is corroded.

The caliper seal could be torn if it has disk brakes so the caliper piston isn't releasing. Could also be a problem with the handbrake cable with disks too.

Those are drum brakes, you would need to remove the drum to access the brake shoes and spring mechanisms, this might be very difficult though if they are seizing...

Drum brakes can be a nightmare to work on in general. Hitting it with a lump hammer may help unsieze them.

Handbrake cable seize on these at an age. You could try moving it from side to side where it goes into the drum housing. Soimetimes it can free just a little. It does need to be replaced though.
