    If a council allowed hundreds of houses to be built without updating the sewage system designed for 20 houses. If It turned a blind eye to home heating oil distribution centre built across road from individual water well (only 4 foot deep) supplying a rural household. Should council have to compensate individual rural household? Should they at least have to grant the household a well updating grant?
