    400 euro for a week I assume

    I stayed here
    http://www.tripadvisor.com/Hotel_Review-g187791-d650753-Reviews-New_Gemini_Hotel-Rome_Lazio.html

    Out by Roma Tiburtina
Just a few metro stops from Termini.

Quite small but I liked it. Payed €50 a night
    Continental breakfast included

Not in a great area mind. But then right beside a train station in any city is never the best

Champagne palace is really good and cheap with continental bfast included very small but right beside termini where you can go to anywhere in rome practically. not much around at night but did us fine. lastminute.com is a great website try the secret hotels as they tell you the basic info about the hotel just not its name for a discounted price cos the hotels dont want their competitors to know they still have rooms available. thats what we did

Stay away from Termini Station, it's a dive and can be dangerous late at night. Head somewhere more central. The areas I recommend are Ottaviano, Spagna or Barberini. These locations are all on Metro stops so you can get everywhere easily, and they are neighbourhoods, so not tourist traps. Ottaviano is the Metro stop for the Vatican and there is a market there daily.

Look at Venere.com and search these locations. Sometimes B&B is good. http://www.venere.com/bandb/rome/bandb-roma-ottaviano/

B&B's in Rome are not like the Irish mammy type thing here. The rooms are usually on one or two floors of residential apartments and you get a good feeling for the real metropolitan Rome. In the areas mentioned they are very safe and the breakfast will be typical continental.

For nice restaurants, well you have your pick...just stay away from rip off places around tourist traps like Campo Dei Fiori and Piazza Navona. Head to Trastevere, literally "Across the Tiber" and you will find chic little family run Trattoria. Usually where the Italians eat.

If you see a sign for Ristorante, you will be getting more expensive international menus.
Look out for eateries that say Tavolo Calda literally "Hot table", these will normally be inexpensive but authentic...quality is hit and miss.

Hope that helps, e buon vacanze!

I agree that the Termini area is not too attractive but it is not particularly dangerous. The advantage is the station and the shuttle services to the airports, plus hotels tend to be cheaper there.
Hotels are also cheaper in the Vatican area but it is a bit far from the center.
I like the area around Barbarini and Spagna, but I would also consider the historic center. Right next to the Pantheon Hotel Abruzzi is a good and moderately priced 3-star hotel well within your budget:

Always check the hotel reviews on sites like venere.com or tripadvisor.com .
