I'm in a Top Ten firm in Dublin. We get 70 Cents a mile expenses, down from a euro about a year ago.

My mate just started over in Pwc and he claims that they get 1.10 per mile! What is the going rate for a dublin accountancy firm?

I don't have a clue about the answer to your question insofar as going rates of mileage is (as I'm a civil servant and I get that rate), but it occurs to me that 70c per KM equates to just over €1.10 per mile... Is it possible that your rate is per km and his is per mile?
