The Labour Party pledges to increase the NPPR (second home tax) from €200 to €500 per annum. Token gesture or smart finance raising measure? It looks like a token nod to the left to me.

token gesture. If they were serious about it, it would be based on sq foot or other similar measure rather than just a blanket flat rate.
