See this question popping up alot lately so sorry to add to the list!

Went to view a house last week in Dublin which is asking €130,000 for a 3 bed terraced house - would making an offer of say €115,000 be a realistic offer to make?

    Thanks

Depending on where it is,I'd go even lower with the offer..Nothing lost.
It's going to be a buyers market for a while to come.

I'd say the seller would take your arm off with that offer. €115k for €130k asking, is too high for your opening offer. Remember if you start low you can work up. Offer too high to start and you might pay too much.

Try to find out how long it is on the market

Maybe call into neighbours on the same street, they will know the full history of that house and sales in the same area

Put the address into http://www.irishpropertywatch.com/salesSearch.php and it should tell you how long its been on the market and if the price has dropped. You can also see if prices in the area have been similar.
