Parking in a clearway in Dublin city centre

Not really a learning to drive question, but it is about the rules.

If you park in a clearway in the city centre specifically there is one on Kevin St, (just around the corner from wexford St.) outside of the hours stated are you required to pay?

The only sign visible is a clearway sign with hours 8:00 -16:00. So, I understand that it is forbidden to park in the area within these hours.
I was considering parking there last night (around 18:30), but was unsure if paid parking was in effect and didn't want to risk clamping.

Anybody able to confirm an answer?
Is all parking in the city centre pay and display these days whether stated or not?

    Cheers
    Dave

Clearways tend to be open for parking without cost outside of the stated hours.
