    You'd see the parties form into loose coalition blocs. These would certainly form proto-parties and probably end up in the same way as parties do now, given time.


    Even if they remained as proto-parties, you'd see an American style system of ear-marks and pork barrel spending: basically TDs doing Jackie-Healy-Raes and demanding funding and investment for their pet projects/areas before they'd agree to support a bill. Basically TDs holding the government to ransom, in the abscence of a party whip system.
