They're actually the newer decorative ones. I would say it would be very difficult to get one as they are stopcock covers and for that purpose only. You could ask a local plumber, they may be able to fill you in on the ins and outs.

Ok, but i don't think these things are new.
They've been decorating our streets for as long as i can remember.
