I know you tried New Look, but there's some lovely stuff on their site from the Teen range (up to age 15), that they may not have in-store.
How about something like these Jeans, this top, little coat and classic Converse.

The jeans are flared so not as grown up as skinnies, top has a suitable neckline, and the jacket adds colour. A little tank top could go under the top to make it longer. Everyone should have Cons in their wardrobe!

Marks and Spencers do up to age 14 in some of their girls' ranges. Some nice stuff, dress, with boots and denim jacket.

I know it's so hard to shop for that age. I used to work in Topshop and lots of young girls would try the petite stuff, but it just wasn't cut for their age.

Some ranges in Debenhams go up to age 16 if I remember correctly. They might be fairly expensive though.
And don't worry about you not being able to put things together. She'll find her own style eventually (while making some truely horrible choices on the way there) and she'll be fine :)

Haha no problem. Look at the River Island/Topshop/New Look sites at their "trends" sections. You can take ideas from there to see what's "in fashion" and then try to get them in more suitable cuts for your girl.

A mini collection of staples could be a place to start. I'm thinking jeans, leggings, jacket, plain skirt, Converse, ankle boots. Then to make different looks a variety of t-shirts and plain long sleeve tops to go with the skirts and jeans, and some dresses or long tops for the leggings.

River Island actually do a kids range now. Some of it is pretty nice.

    Here's a linky - http://www.riverisland.com/Online/girls/get-the-look/parisian-chic/parisian-chic - to a look they've put together for a young girl. I don't think it's too grown up for a twelve year old.

Thinks H&Ms children's clothes go up to age 16 too, you might have some luck in there

You mightn't approve or like this idea but how about you let her look online herself and pick things the 12 year old likes? Draw the line at low tops, hot pants of course but at 12 she's old enough to know what she likes. If anything the websites for these shops will have a section where they put things together and she'll see a look she likes.
