Is there anything that can be done is the prob seems to be the fact that water pipes outside were "not buried deep enough"? Is there a way to insulate the external water pipe - mine is accessed via a small opening in front of my house? Or does it require a professional job?

Its not, its post the freeze, not pre....;)

OP, it depends on where the water is freezing. If its between the stopcock and the house, then it could be buried deeper. If its after the stopcock then there's nothing you can do I'm afraid...

you could try to bury it frost depth(18 inches), replace it to heavy guage hydrodare depending on how old the house is, best solution go with the frost depth:)
