My youngest brother handed in his application for secondary school last month and I've been meaning to ask you guys this. His first two choices were French and Tech Graph, and his two back ups were German and Music. He's not sure if he will like TG, and if he doesn't, can he switch to German or Music?

That's something you'll have to ask the school. Individual schools can have very different time-tables, due to the availability (or lack-thereof) of teachers within different faculties.
